While on his diplomatic mission, he attends an event hosted at the beautiful mansion of a Senator. Impressed, the President asks the Senator, "Pardon me, but I thought that politicians were not paid exceptionally well in this country, at least not in their salaries. May I ask how you have come to afford such a wonderful home?"
Grinning, the Senator led the President to the patio which overlooked a large bay.
"Do you see that bridge crossing the bay?"
"Yes, what of it?" replied the President.
The Congressman pats his wallet and with a wry smile said, "10%."
Several years later, the same Senator visits the nation of the African President. While there, he is brought on a personal tour of the extravagant presidential palace. Awestruck, the Senator gapes as he is shown around beautiful gardens, an exotic animal safari, and the gold-clad interior of the palace which bore a striking resemblance to the Palace of Versailles.
"Wow...Incredible," gasped the Senator to the President. "Excuse me for asking, but isn't your nation going through tough economic times? How on Earth did you finance such a wondrous palace?"
Grinning, the President led the Senator around to a wide veranda overlooking an expansive savanna valley stretching into the distance.
"Do you see that mega-highway, five lanes per side, crossing that valley?"
"No..." replied the Senator, puzzled.
The President pats his wallet and with a wry smile said, "100%"
