However, the fourth ruler did not desire war with the Notar, for it would be of great cost to his people. He desired that a treaty be written that included each of the Five Nations.
Grimly, the wise ruler refused the offer. "I cannot accept this document", he said, "unless it has been signed by the Notar Republic".
